He has been recognized by many publications including “The Best Doctors in America; Pacific Region” as well as “Who’s Who in the West.” Through the Plasticos Foundation, Dr. Horowitz travels abroad to developing countries to perform reconstructive surgery on children while also training the local surgeons in modern reconstructive surgical techniques.
